Check whether the Hesse hospitality pay step covers you

DEHOGA Hessen’s official notice confirms a 4% increase in tariff wages from 1 November under its agreement with NGG. It concerns covered hospitality employment in Hesse, not all employees in Germany. The announcement is dated 8 October on the website, with a 29 September press-release dateline.

The agreement also provides a further 4% increase from 1 November 2027. Its 30-month term ends on 30 June 2028 and begins with ten months without an increase, for which no one-off or compensation payment is provided. The 2027 step is context for the agreement, not another November 2026 change.

Illustrative gross arithmetic: an applicable €3,000 monthly tariff wage becomes €3,120, an increase of €120 gross. This is not a quoted tariff group or a net-pay promise. Your tax class, social-insurance circumstances and other pay determine the take-home effect. First establish which table, group and working hours apply to you.

Check your contract or ask your employer or union whether the agreement applies. Then compare November gross pay with the correct table. If payroll timing differs, ask when an applicable correction will be reflected; the legal effective date and the date money arrives are different questions.

The workplace view

Start with the agreement.

The pay step concerns covered hospitality employment in Hesse. Your applicable agreement determines whether it belongs on your payslip.

  • Confirm that the agreement applies to your employment.
  • Check the tariff group, step and contracted hours.
  • Compare the November gross wage and ask payroll about any difference.

Effective 1 November 2026

Recognition procedures change for specified health professions

From 1 November 2026, recognition procedures change for third-country-qualified doctors, dentists, pharmacists and midwives. Article 6(1) of the law (BGBl. 2026 I No. 225) sets this date, subject to earlier exceptions under Article 6(2). The companion regulation (BGBl. 2026 I No. 326) also takes effect on 1 November. This concerns professional recognition, not payroll tax rates.

For doctors, dentists and pharmacists, the new procedure generally starts with a knowledge examination, with a time-limited choice of an equivalence assessment. Midwives have a separate option to waive the document-based equivalence assessment and complete a compensatory measure, with a choice of knowledge examination or adaptation period under §59 HebG. For applications filed by 31 October 2026, the profession-specific transition rules preserve specified previous provisions.

These changes do not grant automatic recognition or permission to practise. Contact the competent state recognition authority with your profession, country of qualification and application date. Ask which procedure and transition provisions apply before changing an existing application. The new procedure does not guarantee a licensing time or a salary increase.

Check the application rules

The annual application window for a 2027 Lohnsteuer-Freibetrag opened on 1 November 2026. Separately, 30 November 2026 is the closing date for an allowance intended for 2026. These are different applications affecting different tax years. The dates follow §39a(2) EStG; the opening does not create a new allowance or a November pay rise.

An approved allowance becomes part of ELStAM, the electronic payroll-tax information retrieved by the employer. It can reduce wage-tax withholding by recognising eligible deductions sooner. An allowance of €1,000 does not mean a €1,000 cash refund. Final annual tax still depends on the assessed facts; an income-tax return may be required.

Potential categories include qualifying work expenses, special expenses, extraordinary burdens and specified household or energy-related tax reductions. The €600 application threshold applies to the categories specified in §39a(2); it is not a universal minimum for every allowance. For work expenses, only the amount above the applicable employee lump sum counts towards that test. The currently enacted §9a figure is €1,230; check the enacted rules for the target year rather than importing a proposed 2027 deduction.

Allowances can generally be requested for up to two calendar years, subject to statutory exceptions. Check whether an existing approval already covers 2027 and report changes that reduce eligibility. The 2027 ELSTER help URL currently displays a 2026 heading despite identifying the 2027 assessment year; use the statutory dates and check the actual form year. Processing and employer retrieval affect payroll timing, so no particular December payment is promised.

An allowance can change wage-tax withholding. Processing and employer retrieval determine timing; the allowance is not an equal cash payment.

Tax-class changes: recurring 30 November deadline

Review your class or factor for current-year withholding

An application for a tax-class change intended to be considered in the current calendar year generally needs to reach the tax office by 30 November. §39(6) EStG governs the deadline and timing; eligibility and the reason for the change matter. The deadline table below covers tax-class changes, not every factor application or adjustment.

Choosing the factor procedure is treated as a tax-class change in official tax-office guidance; adjusting an existing factor is a separate case. §39f sets out the factor procedure and cross-refers to other provisions rather than stating a separate 30 November deadline. Check the application type and effective date with the tax office.

For a couple, changing the class combination or using a factor redistributes withholding between pay packets. The choice does not, by itself, reduce the couple’s final assessed annual income tax. There is no universally best combination, and no blanket promise of retrospective application. Compare realistic annual income expectations, check existing ELStAM and submit the correct application for your circumstances.

Your contract sets the dates

Compare the next policy before sending a cancellation

For a policy ending on 31 December with one month’s notice, 30 November is the relevant ordinary cancellation deadline. This date is derived from that contract end date and notice period; §5a PflVG states a month-before-expiry rule for motor liability insurance, not a universal 30 November date. The insurer must receive the cancellation in time; dispatch alone is insufficient. Other renewal dates and notice terms produce different deadlines, so first read your policy and renewal notice.

Compare equivalent cover: liability limits and comprehensive cover, deductible, authorised drivers, truthful annual mileage, no-claims treatment and repair-shop restrictions. A cheaper quotation is not necessarily equivalent insurance. Arrange replacement cover with a matching start date so there is no gap.

Special cancellation rights are separate from ordinary renewal. For example, §40 VVG provides a right in specified premium-increase circumstances, with a one-month period after receipt of the insurer’s notice and no earlier effect than the increase. Check the reason, notice and applicable contract before relying on a special right. None of this is a newly created November insurance rule or a guaranteed saving.

  • Coverage and insured limits
  • Deductible and the amount you can afford to pay
  • All authorised drivers
  • Accurate annual mileage and use
  • No-claims recognition and protection
  • Repair-shop restrictions and continuous cover

Updated 2 November 2026: the promulgated law and companion regulation are now verified and the health-profession recognition entry is included with transition limits. The agreement timeline, tax-class/factor distinction and contract-derived car-insurance date were also clarified. No fund-specific November rate change was confirmed.
