How to read the table

Your Besoldungsgruppe and stage are on your pay statement (Bezügemitteilung). First find your group in the left column, then your stage in the header row. Not every group has values in every stage. A blank cell means the table does not provide that combination; it does not stand for an amount of €0.

Example: A 13, stage 5

For A 13 in stage 5, monthly basic pay from April 2026 is 5,221.48 € at full-time. At 50 % working time that gives 2,610.74 € monthly basic pay. Other pay components and taxes are not included in this example.

Who the table applies to

The table is part of North Rhine-Westphalia's Landesbesoldungsgesetz. It applies to civil servants whose office is assigned to a Besoldungsgruppe of Landesbesoldungsordnung A, serving the state and, where the law provides for it, municipalities and other public bodies. Tariff employees are paid under the TV-L or the TVöD instead, not under this table. Your letter of appointment or employment contract shows which regime applies to you.

Besoldungsgruppe and stage

The group follows from your office and the stage from your recognised experience. The competent personnel or pay office determines both and reports them on your pay statement. The table does not provide every stage for every group: it starts at stage 3 for A 5 to A 11, at stage 4 for A 12, at stage 5 for A 13 and A 14, and at stage 6 for A 15 and A 16. The highest stage is 10, 11 or 12 depending on the group.

In groups A 5 to A 10, stages 1 and 2 are not populated in the table. According to the sources used when the data was compiled, civil servants in those stages were moved retroactively into stage 3 as of 1 January 2022. We have not separately re-checked that statement in the published gazette; the table itself is what counts.

Changes 2026 to 2028

  • From 1 April 2026: basic pay rates in Landesbesoldungsordnungen A, B, R and W rise by 3.36 %. That is the table shown here. Family allowance and allowances rise separately by 2.8 %.
  • From 1 March 2027: basic pay rates rise by a further 2 %.
  • From 1 January 2028: basic pay rates rise by a further 1 %.

The basis is § 17 of the Landesbesoldungsgesetz as worded in Articles 1, 3 and 4 of the law of 21 July 2026. This page shows only the table from April 2026, and in this review it is verified through the end of February 2027. The tables from March 2027 and January 2028 are in the law's annexes but have not yet been transcribed and checked here. Do not extrapolate the values shown yourself.

Part-time

For part-time service, basic pay is calculated in proportion to the working-time share. For A 13, stage 5 that gives 4,177.18 € at 80 %, 3,916.11 € at 75 % and 2,610.74 € at 50 %. The calculator reduces basic pay only and does not adjust supplements or allowances automatically.

Basic pay and other pay components

Your pay statement differs from this table because it contains more than basic pay. The table excludes the family allowance, office and structure allowances, function allowances and other individual components. It also excludes deductions such as income tax, the solidarity surcharge and health and care insurance contributions. For civil servants this site therefore calculates gross basic pay only and no net figure.

Stage progression

Moving up to the next stage follows the Landesbesoldungsgesetz's rules on periods of experience, including the recognition of earlier periods and possible exceptions. This page and the calculator do not model that progression: you choose the stage shown on your pay statement. The stage durations of the TVöD or TV-L do not apply to civil servants.

Annual amount

This page shows monthly amounts. Twelve times a monthly basic-pay figure is not always the annual basic pay: the previous table applied before April 2026, and the law already provides for the next increase from March 2027. When verified tables do not exist for all twelve months of a year, the calculator therefore shows a figure explicitly labelled as a projection rather than a calendar-year total.

Sources and checks

The basis is Annex 1 (Anlage 6, Landesbesoldungsordnung A) of the Act on adjusting service and pension pay in 2026 to 2028 of 21 July 2026, promulgated on 31 July 2026 in the Gesetz- und Verordnungsblatt (GV. NRW. 2026 S. 474). The amounts and the stage positions were checked against the official annex and a second publication.

Frequently asked questions

Does the table apply to tariff employees?

No. Tariff employees are paid under the TV-L or the TVöD. This table applies to civil servants in Landesbesoldungsordnung A.

Why are stages 1 to 4 missing for A 13?

The official table provides only stages 5 to 12 for A 13. A blank cell means the combination is not provided, not that the amount is €0.

Is the family allowance included?

No. The family allowance is in a separate annex of the law and rose by 2.8 % on 1 April 2026. It is not part of the table values.

Are the amounts gross or net?

They are gross amounts before taxes and contributions. No net figure is calculated for civil servants here.

How do I calculate part-time pay?

Select a table value and enter your working-time share. Basic pay is then calculated proportionally. Supplements and allowances are not adjusted automatically.

Why is monthly basic pay times 12 not always the annual basic pay?

Because the table can change during the year. Under the law, further increases are provided for in NRW on 1 March 2027 and 1 January 2028. A twelve-fold calculation is therefore only a projection.
